  Closes the gap that let the git credential-store shape
  https://:@host pass all 13 scrubber rules and be ingested
  into the brain instead of dropped. New url-userinfo-credential rule plus
  a must/must-not-scrub table test in both directions.

  Patch, not minor: no new capability, one rule added to an existing
  fail-closed control.
