fix(cmd): serve now actually sets the upload chat budget and model
cmdServe assigned Uploads and UploadLimits but not UploadChatMaxChars, so chat over a long recording would have used the 18,000-char caption default. It now calls wireUploads, which is tested. Co-Authored-By: Claude Sonnet 5.5 <noreply@anthropic.com>
