Off by default; a base engine needs an adjudicator; every model must be a local alias
(koala/ or iguana/): a cloud adjudicator is a start-up error because private meeting
content must not reach it; the base engine must differ from the other engine; default
job timeout 60m (two engines plus adjudication).

iguana/gemma4-26b answered correctly at 90,000 chars but SILENTLY dropped the
head of a 120,000-char transcript (prompt tokens fell to 16k; 'not in the
text'); koala/phi4-mini has an 8,192-token context and answers HTTP 400 at
~13k tokens. So the budget is 90,000 and the upload chat model defaults to
gemma4-26b. Red: UploadChatModel is undefined.

Off by default until the image has ffmpeg; 200 MB / 90 min (the longest length
measured); iguana primary, berget fallback that an explicit empty value
disables; zero or negative limits are refused rather than silently rejecting
every upload.
