This matters for the Stage-0 return gate: a new user seeing 3 summaries + a sparse feed should read it as deliberate onboarding, not a broken product. The honest sparse-state surface (ADR-020) is adjacent but does not frame the burst specifically.
Scope: copy/UI only — the connected-but-sparse feed state and/or the just-connected flash. No engine change. Pairs naturally with a future UI pass.
