  REST + OAuth2 + MCP relay for session-insight/ticket capture across all
  harnesses. Clean-Architecture use-case (CaptureService) behind ports;
  shared BrainStore (one impl with the MCP handlers); Gitea IssueTracker;
  classification taxonomy + I1 sovereignty gate (server-derived origin,
  fail-safe to us-nexus); I5 audit with classification-aware degradation
  (loki + durable buffer + reconcile); MCP capture tool as the relay door
  for non-library harnesses (claude.ai/Crush/Pi/LLM Council).
